Short version

If you are budgeting an AI agent for a business in Uzbekistan, or selling one into the market as a foreign vendor, published prices span more than an order of magnitude:

  • Template AI bots cost about 2–5 million som ($165–420). FAQ answers in Telegram, lead capture, sometimes a payment step.
  • Local studio agents run 6–36 million som ($500–3,000). One to three scenarios, amoCRM or Bitrix24, a few months of support.
  • Integrator pilots start at $9,990. One process with acceptance criteria, a knowledge base, human handover and quality testing.

Prices come from vendor websites on 29 October 2026. Conversions use the National Bank of Kazakhstan cross rate for that day, roughly 12,000 som to the dollar.

Two things matter more than the headline number. First, what drives the quote: scenarios, integrations, Uzbek in several scripts, testing and support. Second, if the vendor is foreign, the buyer self-assesses 12% VAT and withholds 20% tax unless the vendor provides a tax residency certificate under a treaty.

The spread is not mostly margin. The low end buys a configured template: the vendor swaps the texts and connects your channel. The high end buys a project where the parties first agree what a correct answer looks like and then reach it on your data. Both are legitimate if you know which one you are paying for.

What drives the price

  • Scenarios. Product questions, bookings and complaints are separate scenarios with their own rules and tests. Local packages price by count: "up to three scenarios".
  • Channels. Telegram dominates. A Central Asia Barometer survey found 70% of people in Uzbekistan prefer Telegram and 18% mostly use WhatsApp. That is the opposite of neighbouring Kazakhstan, so a channel plan copied from Almaty will be wrong. WhatsApp Business API and Instagram add Meta's own messaging fees and rules.
  • Integrations. Creating a deal in amoCRM or Bitrix24, checking stock in 1C or MoySklad, and taking payments through Payme or Click each add access work, test environments and error handling.
  • Language. Customers write Uzbek in Latin script, sometimes in Cyrillic, often without apostrophes and mixed with Russian. Our reading of the public evidence is in How well do GPT, Claude and Gemini handle Uzbek, Kyrgyz, Azerbaijani, Armenian and Georgian.
  • Testing. A set of 50–100 real questions with expected answers, run before launch and after every change. Template packages usually leave it out. See What are AI evals and why projects need them.
  • Support and model usage. Knowledge base updates, review of disputed answers, model upgrades, plus API spend with OpenAI, Anthropic or Google, which scales with conversation volume.

A design rule worth paying for: the payment provider handles money, not the model. The agent helps a customer choose and place an order; the amount and payment status come from the CRM and the Payme or Click API. An agent that totals a basket from memory will eventually quote the wrong price.

Tax when the vendor is not in Uzbekistan

Many Tashkent companies buy development from vendors in Kazakhstan, Europe or elsewhere. Two Uzbek taxes then apply on the buyer's side, and they belong in the contract before the first invoice. Article numbers below refer to the Tax Code of Uzbekistan.

12% VAT, reverse-charged. Services are supplied in Uzbekistan when the buyer operates there (Article 241). A foreign supplier that is not registered for tax does not charge VAT; the Uzbek buyer computes and pays it as a tax agent (Article 255) at 12% (Article 258). Whether the buyer can recover it depends on its own tax regime.

20% withholding. Fees for management, technical and consulting services are Uzbek-source income of a non-resident (Article 351) and are taxed at 20% (Article 353), withheld from the payment.

Treaty relief. If Uzbekistan has a double tax treaty with the vendor's country, the buyer may apply the exemption itself, provided the vendor hands over a tax residency document no later than the payment date (Article 357). A certificate without a stated period is valid for the calendar year it was issued (Article 358), and a printout of an electronic certificate from the foreign tax authority's website is accepted. Under the Kazakhstan–Uzbekistan treaty, business profits are taxed in Uzbekistan only through a permanent establishment (Article 7), and services create one only after more than 12 months of staff presence on a project (Article 5). Remote delivery does not.

Example: a $10,000 pilot with no certificate means $2,000 withheld and $8,000 paid out. With a certificate on file before payment, the vendor receives $10,000. VAT is self-assessed by the buyer either way.

Contract checklist:

  1. Price stated net of Uzbek VAT.
  2. Residency certificate delivered before each payment, renewed yearly.
  3. The subject is development and configuration services, not a software licence. Licence fees fall under the treaty's royalty article (Article 12), with withholding of up to 10%.
  4. Contract currency in dollars; foreign vendors rarely accept som.

This is not tax advice. Confirm current forms and rates with an Uzbek accountant before the first payment.

What we charge

We deliver from Kazakhstan and contract in dollars or tenge. At the 29 October 2026 rate:

Scope Tenge Som Dollars
AI agent, one scenario from 1m KZT ≈ 26m som ≈ $2,200
Full launch: audit, testing in two languages, integrations 4–6m KZT ≈ 105–157m som ≈ $8,800–13,100
Ongoing support 100–500k KZT per month ≈ 2.6–13m som ≈ $220–1,100

We cost more than the 6–15 million som packages. The difference goes into testing on your real conversations before launch, logs of every answer, and handover to a person when the agent is unsure. You keep the code and the accounts, and model usage is billed to you directly by the provider. Scope is on the AI agents page, the full engagement on AI implementation, and how we build an estimate in How much does AI implementation cost in Kazakhstan.

FAQ

From about 2 million som ($165) for a template AI bot, and from 4.9 million som ($410) with CRM and payments, based on published prices on 29 October 2026.

The pilot price covers process analysis, acceptance criteria, a knowledge base, handover rules and testing on your data. The studio package configures a ready-made solution for one channel and a few scenarios.

Yes. The service is treated as supplied in Uzbekistan, and the Uzbek buyer self-assesses 12% VAT as a tax agent. The vendor does not need to register.

By giving the buyer a tax residency certificate from a treaty country before the payment date. For Kazakhstan-based vendors the Kazakhstan–Uzbekistan treaty then taxes the profit in Kazakhstan.
